Closed Captioning Bit Budget v Subtitle

Closed Captioning Bit Budget v Subtitle

What will consume the most space? A single subtitle track or a closed captioning file (.scc)? My research shows that an hour's worth of .scc is miniscule; less than 200 KB. but I don't know if it gets transcoded to something bigger.
Trying to clear up a comment from an outside vendor.

Michael,

Captioning files are so small that you really don't need to factor them into your bit budget. As long as you leave yourself a little wiggle room when you bit budget, that will be sufficient.

Many thanks. Do you have any idea about an hour's worth of subtitles for one language? I've been told that is tiny as well.

Depends on how many subtitles there are. An hour of program could have one hundred or ten thousand caption/subtitles.
