Encoding to a certain file size -- any guidelines?

I'm sure this depends on your encoder and other stuff, but do any loose guidelines exist to suggest bitrates in order to get a certain amount onto a DVD?

For example, I'm going to encode 12 hours onto three DVD 9's. So that's 4 hours per DVD, which is what the dvd 9 is supposed to hold. Any suggestions on whether to use a straight bitrate of, say, 5? Or a variable bitrate between X and Y?

??

Thanks.

Always use a bit rate calulator no matter what job your working on:
