How to convert timecode edl into frames?

Does anyone know how to convert timecodes into frames from an edl text document?

Here are the details:

In my avid, I have one layer of titles, which list shot names. EDL Manager is able to read that layer, but EDL manager is only able to export a timecode list.

My ultimate goal is to have a list of shot names and their durations in frames, not feet and frames.

So I tried to use FilmScribe, but it errors out when it tries to read a layer that is nothing but titles.

Or does someone know of a way to export a frame based edl other than Filmscribe or EDL manager from Avid.

Avid version 4.0.5
FilmScribe version 26.0.5
EDL Manager version 26.0.5

You can open your edl in excel and do it there.
There is a timecode to numbers plugin for excel, too. Google for it.
