Part was posted on Jul 28.
Kevin was very responsive. Unfortunately his solutions did not work. Today another conservation with Adobe Chat. Another solution? Maybe, I will know tomorrow.

You are now chatting with 'Rajan'
Rajan: Hello Hans.
Hans : Please forward the following to the appropriate person/department
Rajan: I am in the Muse Support team.
Rajan: Is the issue on your system ?
Hans : That is good, I have been having a conversation with Kevin Monahan on Creative Cow
Hans : Re: Muse 5.0 CC only works when connected to the internet by Hans Swets on Aug 10, 2013 at 11:24:46 am
Thank you Kevin, Deleting the OObe folder made no difference. I will download the latest Muse installer from the link you provided.
Ironically: I have been with all Production Premium incarnations, Muse is the only program that I been interested in adding. When my subscription is up for renewal in May 2014, I will cancel. I will take a loss on the 2013 subscription

Hans : Deleting the OOBE folder AND installing the latest Muse. Same result: Muse needs to have additional account info

Here is info (maybe relevant) from the OOBE folder

Rajan: Can you please give me the path where you went to delete the OOBE folder ?
Hans : detailed in Uninstall Adobe Muse.
1. Delete the Adobe Muse folder from the following location: • Windows 7: %programfiles% on 32 bit and %programfiles(x86)% on 64 bit 2. Delete OOBE and MBLStore folders from the following location: • Windows 7: %localappdata%\Adobe 3. Delete AdobeMuse folder from the following location: • Windows 7: %appdata% 4. Once done with uninstall and cleanup, download the latest version of Adobe Muse from below links:

Rajan: Let me take a connect of your system and take a look at it. Would it be fine for you ?
Hans : I am on a different computer
Rajan: You need to make sure that when you do the above steps that were provided to you, while Muse is closed. If Muse is opened while deleting the above folders, it would not do any effect.
Hans : None of the computers in my office are connected to the internet. And yes, Muse was uninstalled prior to the OOBE folder
Rajan: So you uninstalled muse and then deleted these folders. Correct ?
Hans : Correct
Rajan: Please do this once. Please close Muse, Not uninstall, and then uninstall Muse. After that use this link to install muse : http://www.adobe.com/go/muse_latest_win
Rajan: Login to Muse once and let me know if that works.
Hans : I did that yesterday, same result. Muse did not work while off the internet
Rajan: Please go it now. And also before installing Muse, uninstall Adobe AIR and install it fresh using this link : http://get.adobe.com/air/
Hans : I will do that, thank you. Tomorrow I will know if it worked
Rajan: Please keep the steps that I gave you and also the links.
Hans : I will, thank you
Rajan: I would create a case for you under the ID kayenta@hotmail.com. You can update the case with your findings.
Rajan: I would get back to you if you would need further help.
Hans : Thank you Rajan, goodbye
Rajan: Take care !

Hello Kevin,
the latest attempt worked. Uninstall Muse AND Adobe Air.
Reinstall both APPS from the links provided.
Something weird though:
I was already logged in with my Cloud subscription. When I started up Muse, I needed to sign in again (from within Muse).
In the CC Application Manager list, Muse shows a APP ready to be installed, although it is already installed.
How does that affect Cloud updates?
Regards,
Hans

hello Kevin,
Rajan from support had opened a Case file, but the case file does not show up in my customer support list.
Muse is working now, (uninstalling Air and Muse, install latest versions of Air and Muse)
Although logged into my CC subscription, I needed to sign in Muse separate (from within the program.

In the CC APP manager Muse shows as a new APP that is ready to be downloaded and installed.
Question: How does later updates affect the present (working installation?

You may want to investigate Xara Webdesigner, which pretty much allows you to create entire web pages/sites with visual tools only. Similar to Muse, no internet connection required. You own the software. Designer Pro is also a great Illustrator alternative (which I use myself now as a really nice Illustrator replacement since I went Adobe free), and includes all Webdesigner features.

Xara also allows you to cross-grade from Photoshop/Illustrator to Designer for $100 less.

Just saying.
