Converting PAL QuickTimes to NTSC

I recently output a 1920 progressive 25fps QuickTime file (edited as prores 25fps progressive). The client needs the files as NTSC so I had the file converted by a facility house to 29.97. The problem is they did it interlaced and it looks rubbish.

The facility house have said they do that because converting to progressive apparently causes problems like dropout and poor picture quality etc..

Is this true? And what can people recommend as the best way to retain as much of the picture quality I've been at pains to preserve throughout the production process.
