NTSC Vs PAL & BluRay

Hello everyone, recently I've been using AME for rending my project files from AE.
When it comes to selecting NTSC or PAL, does it really matter what option I choose as when it comes to authoring using Adobe Encore the settings will be set as PAL.

Another question, some pre-sets have "Legacy" can someone please explain what does it mean?
Also, I have 1920x1080, 25fps project files which I wish to render using the correct codec, can someone please recommend a codec to opt or should I select any BluRay Pre-sets?

Thanks

Export options from After Effects can be limited, and I've seen online complaints about H.264 quality when exporting from AE. Probably best to use a high-quality intermediate codec to export from AE, and then use Adobe Media Encoder to create the assets for Blu-ray, using either the "MPEG-2 Blu-ray" or "H.264 Blu-ray" presets.

If the source video is 25fps (PAL-based), then most definitely stay with 25fps throughout the entire workflow, as NTSC is 29.97fps.
