Medical system help needed!

Hi all as a noob, sorry if my question seem very naive, but there it goes:
I'm intending to send via internet, images of a "C arm" in real time, which basicaly is a motion X ray that is transmitted in real time by a RCA cable to a B&W TV monitor. It doesan't need to be in a high fps, something between 1 or 2 fps is more than I need, but it has to be in a high definition something like 800X600 or more, full screen.
I've seen some capture cards that have a software with server capabilities, that send the stream by internet, to those that log in at the computer, but the video window is extremely small and the resolution is something like 200X100, is there any video card that fill out those characteristic mentioned above(In summary: Low fps, 1 or 2 fps; high definition, 800X600; software with server capabilities, password protected; full screen mode; B&W; no sound needed). This maybe a useless thought.

side note: when you say high definition... I assume you mean high resolution.

Buy an MPEG-4 encoding board and live stream it to your website/ server.
this would be a high quality lower data stream verses MPEG2 or 1.

That´s right sorry for my mistranslation, it´s high resolution, which one is MPEG4 card that you recomend, with those capabilities, can you advice me in this matter?

I think Optibase is a well known board maker. I am not sure if ViewCast Osprey video will be an option.
