How to clean up video and audio noise

I used my Hauppauge PVR150 to record an old family movie from VHS using MPEG2 @6000mbits. I'm finding on playback there is occasional sound static and the odd bit of video noise.

Is there a way to prevent this when recording or is there software (hopefully shareware/freeware) that will clean this up?

I'm using Adobe Premiere Elements 2 and cannot find any filters in it for doing this. I'm new to all this, so the answer to my question may be an easy one.

Hello mr_tin,

If you want to restore video from VHS to a good quality, we have to start from the analog source. Here is a good guide to do just that:
