VGA capture from Win CE prod

Hello,
I'm new to the video realm, so excuse my ignoranceWink .
I need to record an application that is running on a Win CE unit for training purposes.
I can't install any software onto the Win CE unit but it does have a VGA port for external monitor.
Is there a way (card or device) I could connect to the VGA port on the Win CE device which will allow me to record the screen and mouse movements (video, not screen shots)?

The device is called a scan converter. You plug it into the VGA port on your computer and then plug your monitor into it. It has a video out that can go to a recording device.

You can find these ranging in price from around $100 to upwards of $1500. Some place like CompUSA would have the cheapies, markertek.com the expensive "professional" units.
