Premiere vs Premiere Elements re. viewable quality

My interest is in transferring personal video from Mini DV cam or analog camera (via analog>avi conversion box or card of some kind). VERY basic editing, simple disolves, chaptering, DVD menus, etc., then burn to DVD.

But, as a retired large format photographer, I DO want picture quality (when viewing the DVD product on a television) as close to 'state-of-the-art' as I can afford.

Will Elements deliver the same picture quality under this criteria as Premiere 1.5, or competing products at the same level, or not?

quality starts at the source. VHS will look like VHS.....

I think what John meant was "yes".

The difference between the software is what you can do with the video. If you are capturing the same footage from the same camera from the same DV tape, or through the same analog-DV conversion box, it is going to look the same in Premiere Pro or Elements, visual quality-wise.
