What could be causing speckles/flickering in video

Current System Setup:
ASUS P4C800-E Deluxe (not overclocking)
P4 3.2Ghz
1.5 GB RAM
80GB SATA - Operating System Drive
300GB SATA - VIDEO Drive
120GB SATA - Export Video Drive
Nvidia 6600GT w/ 128MB -Video Card

I am currenly having problems with my video card, and motherboard working together. I have tried the video card in another motherboard and it works great. I have tried a GEFORCE 2 video card in the ASUS P4C800-E Deluxe MB, and it works great. When I try to use the above listed setup, I begin to see (speckles,confetti,blips) in the video, at post bootup, in BIOS setup, and in OS operations with XP.

The (spleckles) flash on the screen in the same place for about 10 seconds, then move to another part of the screen, almost like they are following the mouse, or keyboard focus points. They are using 1 pixel in length/width, unless they touch, then sometimes they form a 1in x 1pixel line. I have tried different monitors as well, with the same result.

Does anyone know whats causing this?

How much of a difference will I see with going to a Quadro card, versus the 6600GT? Is it really noticable?

Any help would be greatly appreciated.
