Video card output to TV monitor?

Video card output to TV monitor?

Today I read the recommended DIY graphics card details (PNY QUADRO 4 280NVS 64MB) (http://www.pny.com/products/quadro/nvs/280Nvsagp.asp) and went to my local (Fry's) store on an impulse to try to find it.

They didn't have the card or even know or care what it was, so since I was there anyway, I bought a much cheaper GeForce FX 5500 AGP 8X (http://www.pny.com/products/verto/mainstream/5500agp.asp)(which I can return before 30 days, full money back)

This card seems to support some of the features recommended, and when I installed it, Adobe Premiere Pro shows three minor features that didn't show before. It comes with a lot of fancy overhead software to configure it with, which I don't like having resident in memory.

But my real question is, can I display NTSC or PAL video on a TV monitor as edited on the timeline? It seems not to, it only seems to show a very flaky, jittery image of the whole computer screen. So I'm thinking I didn't configure it right or this card isn't intended to do anything more than try to show a computer screen on a TV. Very rough image. Yet it has settings for NTSC, PAL, etc.

Any comments? I'd like to preview my editing on a clean TV monitor instead of having to buy a Matrox card or connect my DV camera all the time.

After all, on these consumer-oriented cards, what's the TV-out plug for, if not to show TV quality video of something you're playing or editing?
