Is this a good starting unit for video editing

New to video editing.

I'm looking for a computer that would allow me to do some basic editing with output to DVD.

Short clips (video testimony) for church use.

Would the following be a good base computer, here's a link to an eBay auction that I'm looking at.

No. VIA chipsets are not advised for video editing, as their PCI bus implementation won't support the sustained throughput required for DV. Also, video editing is a two dimensional, so a high-powered 3D video card is not required. You also need a second dedicated hard drive for your video files.
