best capture card for a newbie?

Hello,

I am new to the world of video editing. My boss has assigned me the task of finding a capture solution for our company. All we really need to do is capture video (I guess mainly for analog video as we already have firewire on the motherboard) to put on to DVD, SVCD, or VCD.

These are the specs he wants met:
1) the solution we get to be a card (he doesn't want an external box, he believes that a PCI card is more reliable).
2)He wants it to be able to handle NTSC/PAL/SECAM.
3)The ability to burn directly to DVD (without having to be saved to the HD, then compiled, then burnt).
4) High quality captures with as little frame drops as possible.
5) Compatible with as much software as possible (we tried the Dazzle DVD Creation Station and it only worked with the supplied software, and not even that well)

We have tried the ATI ALL-In-Wonder Radeon, and the Dazzle DVD Creation Station (which is a piece of crap). The ATI card seems to do what we need but there are tons of negative reviews around the net about the AIWs.

If anyone could suggest a place to start it would be much appreciated. Thanks in advance.
