Problems Capturing DV

Hi, I'm using a Canon XL1 to shoot my video. This is my first time doing any sort of DV capture. When I capture the video to my PC via Firewire I'm getting a very strange effect. The following URL is a link to a frame I exported from Premiere 6.5:

Notice the fuzzy effect? It seems like some horizontal lines are being shifted. I have no idea what would cause this. I'm not having any problems otherwise.

It looks like you're capturing with the wrong field order. Standard television is interleaved video, where you get half the lines in one field and the other half in the next to make a complete fram. If you set your video capture to the wrong field first, you get a venetian blind effect. Standard NTSC video is lower field first.
