before I jump in and buy the Pioneer A08, what exactly is the dual layer thing.

first...does that mean I can burn twice as much data on it? If so, how reliable is it and will any regular dvd rom drive be able to read the dual layer data, or does it require the 108 or special dvd rom drive to read the data off it?

yes it means a dual layer dvdr is roughly 8gb instead of 4gb. it should be able to play in most newer players.
