Color Squares In my Mpeg Playback

Hello;

I have small color squares in my final DVD product during playback on my DVD home payers and my computer DVD Player. My DV/AVI file play fine, and also when I convert it to Mpeg2 on the hard drive it plays back fine on my system. It only during the conversion from AVI or Mpeg2 to the DVD format and burning that I get these color spots during playback, I burn it to my DVD-R as a DVD and/or my CD-R as a VCD the out come is the same, not so noticeable on VCD. These small blue, pink, red dots when I play it back on three DVD players, and my Computer. I've used four different Encoders Pinnacle, Ulead, LSX, and Adobe. I was wondering if anyone had the same problem.

I just installed my Movie box and DVD burner in my 700MH system which is much slower then my 2.0GH and the video process worked find no dot.

Could my 1X DVD burner/ATA33 be to slow to process the data, or may my CMOS be setup wrong.
