I already spend a couple of hours looking at the posted messages, but I don't seem to find the answer.
There are very inexpensive PCI video capture cards available, around $50, give or take. And then you have the "high end" cards for around $250+.
I am not looking for a video card to play games, I would like to get one that has the best video quality. Are those PCI cards any good? Is there a difference in the quality between the PCI, USB 2.0 and AGP video capture cards?
Which one will get me the best quality for the least cost?
if you want to capture video (make dvd) with the best quality and cheap price. buy firewire card. that's all you need. what quality you have depend on your experience. most of expensive card ($1000+) are for people who need to edit video after capturing.
