A simple question (I think)

Is there a techinical, quality difference in the actual enconding to MPEG-2 that a facility would do and what you would get encoding from a say Canopus board with a hardware encoder? (can you tell I've been looking at the Canopus site?)

Is the actual MPEG-2 file encode of the DV onto the HD better or worse? And if the Storm encode is equal in quality would it be reasonable for me to encode the DV to MPEG-2 files with my Storm and supply the finished hard drive (firewire) to the authoring folks without suffering a quality loss? Or is there a better way to get the encoded files to the facility? It's a complicated DVD project that will take a Sonic Producer level Author.
