Buy a DVD Player. It'll run you $40 for a PC model, or $100+ for a set top model.

The answer is that a CD player cannot play a DVD, because it doesn't have the correct laser diode, firmware, or software player.

Before you decide to watch DVD's on your computer monitor, mentally compare the size of your monitor with the size of your TV. My monitor is 19" and my television is 32". I'd rather watch movies on my television.

Buy a DVD player. Just check for compatibility with recordable DVD media. Not all players are compatible.
