Automated video conversion tool

My appologies for being slightly off topic here.

I'm looking for some recommendations for some video conversion software that can be 100% automated requiring no human interaction. This software will run on a kiosk and will take videos generated by the kiosk users and resize/compress them.

Are there any tools that either expose a programmable API that can be accessed through a custom application or that offers command line options for launching the program and specifying the conversion parameters?

The source videos will be 640x480 AVI Files using hdrlavih8 compression with a length of 1-5 minutes. I need to resize the files to a lower resolution and convert the format to either MPEG or Quicktime (they will be playable through a browser).

Thanks in advance for any suggestions.

http://neuron2.net/www.math.berkeley.edu/benrg/avisynth.html AVISynth is a scripting tool that you can use with VirtualDub or other conversion tools to automate the conversion of video files.
