Parsing AVI files automatically?

13gb is a big file. I'd like to parse this into smaller chunks and store them on DVD or CD as avi files for future use - rather than have to download them again whenever I need them.
Is there a tool that can automatically parse that 13gb file into smaller files based on content? I know the inexpensive StudioDV can parse the video into scenes, but it doesn't create individual AVI files for each scene, and that would be very useful and helpful to me. Is there any such utility out there or can any of the more expensive NLE programs out there do this automatically for me? Some of my downloaded video consist of dozens of scenes and parsing and rendering them individually would be a ridiculous amount of work.
