System performance

I recently built a system to edit AVCHD and installed Premiere CS4 to accomplish that. I tested with a 15 min video clip and it previews choppy when I drag the playhead in the timeline. These are my system specs:
- AMD Quad-Core 2.2ghz
- 8gb RAM
- 1gb Geforce 9800 gtx+ video card
- 1tb 7200 RPM SATA HD (for videos)
- 80gb 7200 RPM SATA HD (for OS and programs)
- Vista Ultimate 64bit
- Video source: 'Sony HDR-SR11'. Max resolution: AVCHD 16m (fh)

1 - Are these specs not enough?
2 - Are there any settings i need to check?

Should be, but AVCHD is highly compressed. When they come out with the CS4 version, you could try downloading the demo version of Cineform, which would convert your AVCHD into a less compressed intermediate.
