multiple video feeds

I have a project that requires multiple video feeds to be accessed by clicking on a portion of one image that acts as uniform background/seamless menu. The client will probably run this of a dedicated laptop to allow for quick and easy updates to the selectable video feeds. Any recommendation of a software bundle that will do it all. I was considering upgrading to CS 3 production suite. Any thoughts?

Is this app going to run "live" kinda like a sports cast where the announcers are shown then the game, then the fans, etc.

If not more clarification please.

In the beginning we simply want to make an interface that retrieves video clips of rendered fly throughs, created from GIS mapping software. The long term goal is to tie in a live feed of the start area represented in the rendered fly throughs.

You could create a Flash based app with hot-spots that launches video or even a website that has links to click on to launch video. A web based app could reside on a laptop/desktop without the need of a Internet connection.
