Creating DVD output from Adobe Premier 6

I am using a Matrox RT2500 to capture analogue video from a Panasonic broadcast quality camera within Adobe Premier 6. I use the highest quality import for the capture. I then use the MPEG-2 IBP option for exporting the final video which should be DVD Compliant and ready to use in the bundled DVDit software.
When I try to create a DVD I get the message 'Data exceeded multiplexable bit rate'
The settings for the bit rate are left to 7 kbit's when exporting.
If I use Nero to create the DVD I just get a black screen and no video. I haven't altered the default GOB information either.
Has anyone come across this problem, I am now pulling my hair out!!!!

Also the bundled TitleExpress plug-in is nowhere to be seen in Premier and I have no idea how to initiate it!!!

Any help would be greatly appreciated.

do you have the latest updates to the MPEG encoding software? I think it is main concept?

pony up a few bucks and buy PPro 1.5 (I know i just mentioned it in another post) but it is so much better!!! PPro 2.0 has a few unfixed bugs, so skip that version.
