USB is a communication protocol. One part of it provides for modest power to trickle recharge low current batteries, but I've never heard of anyone using USB as a continuous power source. And that's precisely what phantom power requires - a continuous power source.
Maybe it's not impossible, only an electrical engineer could tell you that for sure, but I wouldn't spend any time pursuing it.
