Short Film Audio Mixdown levels

Hi Cow friends!
I'm mixing the audio for a short film, and have heard that it's not best to try and push mixdown levels to peak near 0db, but rather aim for peaks at -12, with average around -20 db... is this true?
Thank you!

Thanks again, Ty. Will go ahead and presume that this is appropriate for festivals too. :-)

If you use broadcast standards of reference tone at -20DBFS and nothing hotter than -10DBFS you'll be fine.
