Is there a way to turn off one Channel either L or R in the Zoom H4n unit when recording only on Input 1 or 2?

If there is it would be in a menu setting. What does the manual say?

I don't think there is a way to do it. I've been using it for a couple years now too.

If you can lower the channel's gain enough, it will be inconsequential.

You can turn the volume all the way down, but it will not prevent the Zoom from using the data space for (recording nothing to) the "empty" track. The track can't be entirely disengaged, only muted.

The feature that I would really like on the Zoom is to record from one input to two channels at different volumes.

That is true, Bob. A simple XLR wye cable would suffice for splitting the signal to both tracks. I understand your point though...it is yet another link in the signal chain that can fail.
