uLaw Audio Conversion Problems

I am trying to covert an audio for a phone message. For some reason when I try to convert to these settings I get this awful sound that sounds nothing like what I am converting. I am using Sound Forge 7.0 to convert this. Here are the settings I need to convert to:

Instructions:
- uLaw format (also known as G.711 format) - NOT WAV or MP3
- mono
- 8000 hz (this is absolutely critical)
- 8 bit (16 bit does not work and will sound like static)
- files should be normalized to about -12db RMS loudness

Below are the steps that I am doing:
- The audio is originally in 128 MP3 Format
- I resample to 8,000
- Change the bit depth to 8bit
- normalize to -12db RMS loudness
(at this point it is find, it isn't real crisp but liveable)

- Now I go to Save As, I choose .Raw format. Select uLaw 8bit and Mono. Once this converts, it is really really slow and loud static.

Any suggestions - I feel I am doing it right but obviously I am doing something wrong.

Matthew,

Did you ever solve this issue? I'm doing the same thing, and based on the specs you outlined, probably with the same vendor as well (PhonePeople).

The specs they provided are not working for me:

For my sound editor, I'm using Audacity and importing WAV files to convert.

If you have any solutions, I'd really appreciate it.
