I haven't used any of the digital juice libraries, but I often use the fresh music library (as recommended by the head audio guy on the NBC Olympics Engineering team). They have a lot of great stuff and great pricing. (http://www.freshmusic.com) They don't have quite a distinct sound fx library, but their royalty free library is strong, I would recommend it. As for sfx, sounddogs.com has some great stuff - also not terribly pricy.
