Time-code offset in Premiere

Time-code offset in Premiere

I created a project in FCP 7, SD, and I recently redigitized all the tapes and created high-res files.
For reasons I don't understand, the TC is not identical.
Using Export XML, I have basically recreated the timeline in Premiere, linking to the original SD clips. So far so good.
Now I want to unlink those files and link to the HD files. Of course the cuts are all off, starting late or early.
The TC offset is different for each reel.
Make the TC on the HD files match with the TC of the SD files, and then reconnect. (Tried this in QT - doesn't seem to work)
Go through each cut, find out the offset for each reel, and adjust every edit.
Has anyone ever done this? I'd be happy to pay someone to talk me through this.

Could there be Drop-Frame / Non-Drop Frame issues?

These are the specs of the SD vs HD files.
Both are pro-res files, both 29.96, fps, both have a (;) in the TC.
One is 720x486, the other 1920X1080

Is that the info needed to make a determination? The files do not have the same starting time / ending time.

In some cases, a one hour SD file was broken into 2 half-hour HD files.

Nightmare, yes?

Hmmm.... there are commonly-used frame rates of 29.97 and 23.976, but no 29.96.

It eliminates a posible cause for the error. I now suspect drop-frame / non-drop-frame issues.
