Unexplained pillar boxes in 1920x1080 video

I'm having a weird issue with black bars in a Premiere H.264 export.

Clip and sequence are both 1920x1080, why are there still black bars? I'm new to film theory, I'm sure it's something simple.

You forgot to upload the image.
Post an image of your sequence settings with the left tab to output with an image.

From your description, I wonder if instead of being 1920x1080, the video is actually 1440x1080. It's a fairly common way of cutting down on file sizes in the acquisition media. The video would look like it has been squeezed horizontally.
