Default "scale to frame size" preference in Premiere Pro CC 2017?

Is this default setting gone? I'm editing lots of 1980x1040 clips into an old 720 sequence and I've been manually applying the change to all the clips in a bin as I open it, or -- if I forget -- adding it to all the clips in the timeline when I'm done. Video tutorials show this as a General Preference, which would be a huge timesaver, but I don't have that on my prefs screen.

Also -- when I apply the the "scale to frame size" to the clips in the bin, the "set to frame size" is greyed out, whereas both are available when I apply from within the timeline. Seems weird. (I want "scale to" anyway, so no big deal, but just seems odd.)

I've looked in other preference options but am just missing it I guess. Thanks.

Thank you! I kept missing that. There's not an appearance preference for font size that I'm also missing, is there...?

scale to frame size is clearly unchecked in my preferences and yet every time i add a 1080p clip to my 1920x810 timeline it still auto scales it to fit. thoroughly confused...

I don't seem to have that option in Premiere CC 2017. Under Preferences > Media I have Media Cache Files, Media Cache Databases, and Intermediate Media Timebase options and the only checkboxes are to do with captions and h.264 decoding.

Could probably disregard my last comment - I was looking to preferences in Adobe Media Encoder

However - in premiere I still do not have that option under Preferences > Media.
