Proper way to handle black levels when going to DVD

Can someone confirm this for me? 0 or higher on scope? Encoding to mpeg2 for DVD in Premiere.
Source material is AVCHD 4.2.0. YUV.
I do not have an external scope or output at this time, hopefully will soon, and yes I am aware of the importance of that.
I should add that I understand the general concepts. What I am still unclear on is how Premiere and Encore handle this.
I have been researching the 0-255 vs 16-235 issue regarding this exhaustively and am back where I started. Only with a headache.
Please forgive me for this very basic question that I should know by now- for some reason I am missing a piece of the picture.
Thank you

Do you really mean DVD (standard def) or Blu-Ray (HD)?

System:
Dell Precision T7600 (x2)
Win 7 64-bit
32GB RAM
Adobe CC 2015.02 (as of 6/2016)
256GB SSD system drive
4 internal media drives RAID 5
Typically cutting short form from HD MP4 and P2 MXF.

When you export from Premiere the format you're exporting to mandates what levels it should have. You should not need to do anything manually unless it's some weird non-standard format.
