Adjustment Layer - Keyframed effects not working (no changes)

A blur effect (any blur effect) is applied to an adjustment layer that is on top of 2 video clips.
3 keyframes added: 1st - zero blur, 2nd - full blur, 3rd - zero blur
Render.

This should create a blur out of clip 1, blur in of clip 2.


Results:
there is no change in blur value between 1, 2, or 3rd keyframe.
worked in previous versions. I had to bring back a project where I used this type of effect and now I have to recreate it, MANY times.

I have 3 video layers that I need the same blow-out effect on and rather than apply the same effect to 3-4 layers, I used an adjustment layer to affect all layers; this also allowed me to copy this adjustment layer and use it later in the timeline.

Maybe this is fixed in later versions of PP CC; we can't upgrade in my facility until approved by engineering so we're stuck for a very long time.

Mac OSX 10.11.6
Premiere Pro 2015.4 (10.4.0)

Just tried what you are doing and i had no problem.
10.11.6 osx.
2015.2 Premiere.

Perhaps a restart of the machine is in order.

A full restart didn't fix anything.
This same phenomenon has been duplicated on a separate machine with OSX 10.11.6 and CC 2015.4.
Turning off Mercury Playback GPU acceleration doesn't change anything (other than it makes scaling worse)

Just tried it on another machine with CC 2017.
Seems this issues lives in CC 2017 as well.
2 Effects on an adjustment layer.
One effect keyframed works as expected.
Second effect added kills the first effect (meaning the keyframed adjustments disappear).
These are stock Adobe effects. (sapphire does the same thing)

If anyone can use an adjustment layer with more than one keyframed effect and have it work properly, please let me know.
