Transcoded 4k files to 1080, and still won't play

Lovely Premiere people, I am flummoxed. Please help!

I have 1-1/2 hr interview, A (4 files)& B Cam(7 files), shot in 4K. We're finishing in 1920x1080, so I want to transcode this footage from the get go, instead of working with proxies. I have done this - Pro Res 444 codec, stereo audio - and these files will not play more than 2 seconds w/o freezing, both in Source monitor, and timeline. Pulling into timeline and rendering takes forever.

B-roll for this project was shot natively in 1920x1080, and plays just fine.

I've cleared Media Cache, have 20% of storage free, copied the files to a different drive.

My specs:
MacPro (Late 2013)
Processor: 3.7 GHz Quad-Core
Memory: 32GB
Graphics AMD FirePro D300 GB

Mojave 10.14.4

latest version of Premiere Pro

I transcoded with ME, but also tried just exporting a sequence from PP with the 1920x1080 settings. (actually 2048 x 1080 as it was shot with the FS7, with the plan to reframe).

Any thoughts appreciated!!

Well, you've encoded to the highest quality ProRes there is...very high data rate. What are you playing these files from? You'll need a fast 2-4 drive RAID array for that quality...connected via Thunderbolt 2 at least. Single drives can't handle this high a data rate file...and it'll be too much for USB3
