Not able to cut footage/audio exactly where cursor is...?

Hi, Thank you for taking the time to read the problem I am having.

When I import footage or audio into my sequence and try to make a cut (CMD-K) the cut will either be forward of my cursor or not cut at all. The same thing will happen when I use the razor tool, but in some areas of the footage, it will make a cut where I want it. After some research, I can not find any forums/videos with people having the same problem that I'm having. I've checked my sequence settings and everything checks out (Frame rate matches footage, dimensions, etc.). I've also cleared my cache.

Any ideas?

Mac High Sierra 10.13.4
16 GB ram
Premiere cc 13.0.1

I'm not at my workstation at the moment but if I recall correctly the add edit/add edit to all tracks command works if:

-You have clip or clips selected

or

-The track you're cutting is active

Hi Tero,

Thanks for responding. Yes, all footage is selected when trying to make a cut. V1and A1 are highlighted blue as well.

It definitely sounds like a frame rate mismatch. That's the only time I've seen that.

Best way to know is to post your file specs and your sequence specs so we can see exactly what they are and what might be happening.

Hi Todd thank you for responding.

The sequence frame rate and the footage frame rate match; 23.97.

The other thing that is happening is if I try to make a cut the cut will appear a few frames behind the cursor or after the cursor. There is no consistency with the cuts.

I've updated premiere, with no change.

I've opened other project files, imported the footage and the issue remains the same.

Something you said earlier caught my attention, you said v1 and a1 were selected blue. Is this problem happening between video and audio? Or does it happen between 2 video tracks with matching frame rate? Is your audio recorded in camera at 48k?

Just a thought...

You don't have "Show Audio Time Units" selected by any chance (under the sequence's hamburger menu)? If that's turned on, you can scrub and zoom down to the audio sample level, but video cuts and splices will only happen on frame boundaries, which may be either ahead of or behind where your scrubber is.
