Does anyone here know how to export a Google Earth pro h264 for a proper 1920 X 1080 and keep the attributes inside text safe??

Just keep the text within the Action Safe area. You don't really have to worry about the more restrictive Title Safe any more. You did in the days of SD, but not any more.

Yes it will. If you want to be EXTRA cautious, just split the difference between Title & Action Safe. I work at a TV station, and that's what I do. I haven't ever had any problems.
It's not like the the old days of analog broadcasting, where the term,"going home" was used a lot... as in, "That's really close to Title Safe -- will they see that going home?"
Analog broadcasting -- and analog TV sets -- would frequently overscan. They needed to make sure a rectangular TV picture filled up a screen with rounded corners. That's not an issue with digital broadcasting & current TV sets.
