"Premiere Pro could not find any capable video play modules". At my wit's end.

This is probably not the first time this question about this particular error has been asked. But believe me, I tried EVEYTHING I COULD to no avail.

I've been running PP and AE for the past 4 years, fully up-to-date for both apps and drivers. But suddenly since Sep. 2017, both AE and PP stopped working for no reason. I'm guessing these are the only Adobe apps that require accelerated card. The rest of the apps like Ps, Ai, iD...are fine.

Everytime I tried to launch PP or AE, "Premiere Pro could not find any capable video play modules" would pop-up. Eventually I have to terminate the apps manually.

Specs: Adobe CC 2018 (up-to-date), i7-4930k, 32Gb of RAM, GTX 1080ti on Windows 10.

What I tried:

-Reinstalled Adobe CC apps from scratch (after using CC removal tool to clean up)
-Reinstall nvidia driver.
-Run PP with shift key held down.
-Run PP without internet.
-Run PP without AV program (Avast)

One more thing which I think would be relevant. I COULND'T launch GPUsniffer.exe, it would say application failed to start correctly.

I'm literally at my wit's end.

you didn't try everything. wipe windows, don't install avast. update Microsoft framework. update video drivers from NVidia, check gpu sniffer. then write back.
