Artifacting ONLY in Premiere with H264 Footage

Hey guys
I have this strange problem and can't find any obvious solutions. Here's a link to my original post in the adobe forum:

Basically, I have H264 MOV's from my 7D and a drone in a 1080p 29.97 sequence. They play fine in VLC and my buddy's Premiere work station, but when I look at it in my project, I get constant artifacting but ONLY with the H264 footage.

We have 4K MOV's from a Sony FS5 that play just fine, all the way through to export.

Any insight is appreciated.

Windows 10 - 64
GTX 760 2GB
32 GB Ram G.SKILL Ripjaws X Series
WD AV-GP WD30EURX 3TB IntelliPower
Intel Core i7-3770S Ivy Bridge Quad-Core 3.1GHz (3.9GHz Turbo)
RAIDMAX RX-850AE 850W
SAMSUNG 840 Pro Series 2.5" 128GB

I would transcode the DSLR footage to a different codec. A test clip is fine. See if it helps.

It appears transcoding the footage to DNX-HD and re-linking it as the master file has done the trick.
Unfortunately, it appears my Power supply or Motherboard has gone kaput, so I am off to solve new problems.
