Can I convert an Open Captions Stream to Closed Captions?

I have created an Open Captions Stream in Premiere Pro CC 2018 with the intention of burning it in. Client has now changed their mind and wants to be able to turn it on or off.
Is there anyway to convert my Open Captions Stream to a Closed Captions Stream? The Export>Captions option is not available (I assume because they are open captions) nor is the sidecar option available in the export menu. I also can't seem to find a way to copy paste all the captions from the open stream to a closed stream.

Any ideas?

You should be able to export the captions - maybe sub sequence just that track?

I've not had much joy exporting and importing either open or closed captions. They both come in with a resolution of 720x480. The closed caption file has a frame rate of 29.97. The open caption does not seem to offer an option to wrap the text and the closed captions come in with very strange formatting / letter spacing.

Closed captions are only metadata about text, color, position and timing.
They have NOTHING to do with subtitles, and must obey a different set of rules.

If you need closed captions, do read a lot about it, and then you probably decide you want to outsource.

In Browser select the caption stream and then go to File -> Export -> Captions.
As format I would use .srt.
If you need broadcast CC follow Bouke's advice.
For Web you can use the SRT.

I do a lot of closed caption fixing as part of me job and I don't see a clear path from Premiere's internal caption tool.

One issue is there is a lot of formatting with Open Captions that will not transfer to other standards. With closed captions all you can do is set the color and placement of the text. (Adobe's Open Subtitles works the same way).

You can Export Open Caption clip from the bin into srt and xml. I did a test and the srt will not import into MacCaption, which is the program that I do a lot of conversion with. I can bring in the xml but the placement is not correct.

What needs to be remembered is that every different playback and delivery method needs a different type of file. DVD, BluRay, youtube, web players and what not need different files.
