QuickTime for Windows cannot export H.264

Hi,
I need to render a video but Im getting the below message when on Premier Pro. Any idea of an alternative that works?

QuickTime Export Error
QuickTime for Windows cannot export H.264 on computers that have more than 16 CPU cores due to a problem in the Apple H.264 compressor component.
Export Error
Incompatible Video Codec found in the preset. Preset load failed.

Exporter returned bad result.

Better off to export using the H.264 format, don't use .mov format. You will have an .mp4 playable on most any computer.

Quicktime's integration of h.264 never was particularly good. Worth avoiding for sure.

System:
Dell Precision T7600 (x2)
Win 7 64-bit
32GB RAM
Adobe CC 2017.1 (as of 8/2017)
256GB SSD system drive
4 internal media drives RAID 5
Typically cutting short form from UHD MP4, HD MP4, and HD P2 MXF.

In my case I don't think I can use the .mp4 wrapper. I am trying to create proxies for footage shot on Arri Amira. The camera records 5 channels of audio. Premiere requires the channel layout to match - so the proxies need 5 channels also. We have the same situation with some file based recorders that create files with 16 channels of audio. In Media encoder, you can not set the audio channel layout in .mp4 and only in .mov format.

For actual edit proxies I would use Prores at the proxy setting.

I would use ProRes if I was editing on a Mac but I am on a PC

Then I would use DNxHR LB.
