I can't help you with cards or the processors to get, but I can tell you two things:
First, put as much RAM as you can into the machine.
Second, don't expect to smoothly edit 4K video on a laptop.

That machine should be fine unless the templates you want to use need heavy rendering.

I would suggest 16G RAM as a minimum for video editing. Have had no problems with a MacBook Pro with the first Premiere CC and 16G RAM.
Double-check the Adobe site for system requirements that the geforce 940mx is one of the NVIDIA GPU cards that Adobe likes for CUDA processing.
Lots of people edit video on laptops -- some by preference. I don't know anything about what 4K requires in terms of memory, CPU speed, or file storage. It's probably not the shape of the box, it's what's inside, connector speed, etc.
You probably want an external drive to backup/store video files.

I think the CPU is Intel Core i7-7500U, and that "U" at the end means it's a low performance CPU which might not be enough for video editing.

check the performance of cards and CPUs here.
https://www.cpubenchmark.net/

I use a laptop and my cpu is top notch.

also make sure ur getting a laptop that can be upgraded to 16GB not all can upgrade to 16GB.

Then upgrade to 16GB if it not already 16GB
