using ffmpeg to convert libx264 to MOV DVNTSC

I have followed Michael's tutorial and have ffmpeg running on my system.

I am receiving footage encoded as:
libx264, 1280x720 23.98
AAC mono audio, 48k

I need to convert to:
DVNTSC 720x480 (letterboxed 16x9) 23.98
PCM 48k, 16bit

Does it even make sense to be using ffmpeg to do what I need to do?

Apple Compressor isn't correctly converting the footage (every couple frames keep getting doubled).
Final Cut (using quicktime conversion) works fine. But I think ultimately (if it is even possible) ffmpeg might become part of a convenient workflow for what we need to do (will be receive massive amounts of footage).

I've been trying the "-target ntsc-dv" option, but I can't get anything that will open in quicktime/ fcp.

Thank you!

Have a look at FFMBC which is a customised version of FFmpeg exactly for your purposes.
