frame rate from flash player raw h264 video

Hi,
I have raw video that have received from Flash Player. I would like to convert it into AVI container. I know that frame rate is 15. But if I try to play it I got video to fast.

When I try to
ffmpeg -i test.2641301161234.264 -vcodec copy testmax.avi

How to get correct frame rate in AVI or another containers.
