Transition between video clips - fast forward effect

Hi, I have a scene in a documentary where the idea is my character quickly goes through some old videotapes - some are VHS - some are minidv - and culls through some old interviews in which various people give quick quotes about a compelling figure who my main character will be investigating.

I basically am looking for an effect like a jog-forward, a fast forward. Something dynamic - more like the effect you see when you look through old micro-films. Quote: "He was a miracle worker" ->zip forward Quote "He was a fraud" -> zip forward -> "I would get in trouble for talking about this" -> etc...

Can anyone recommend examples of this, in feature or documentary work , and perhaps a plug-in effect that will do the job?

You combine a speed change with some distortions and a rolling bar effect.

In FCPX, I would combine a speed ramp with the "bad TV" effect, using keyframes to ramp up the amounts of distortion and rolling synch bars as the speed goes up, and the reverse as the speed goes down.
