How do you purchase the rights to copyrighted music?

How do you purchase the rights to copyrighted music?

So how do you purchase the rights to a song to place in a production? I've googled it and I've come up with ASCAP if I want to perform the music in public and BMI if I own a venue and want to use music, but I didn't find anything how how to purchase the rights to the music. I use local bands, although they are good, they don't have the recognition of popular bands. Do I contact the artist? I would assume they have some sort of representative group. Has anyone purchased rights to music?

Keep in mind this can be a very expensive and long process.

It can also be quick and cheap. Depends on relationships and how much they wanna be a part of your project.
From my demo to TV shows with prominant bands, I've never had to write a check.
