need advice for best way to shoot xdcam hd for broadcast tv

I'll sum it up

Primary cameras are Sony XDCAM HD cameras recording on the discs
And there will also be a couple GoPro Hero3 Blacks

Director of photography and executives want the cameras to have a very cinematic look , so they want to set them at 1080 Progressive 23.98

Network wants the final delivered digitally 1080 Interlaced 29.97 (that is typically what we have delivered our previous shows in but our previous shows were all reality tv shows, shot on dvcprohd tapes this is our first narrative-like show shot on xdcam hd)

So what is the best way to go at this because we obviously want our editing timebase in final cut pro 7 to be 29.97 because we have to be exact on time and act breaks

What is the best path to take? We haven't started shooting yet so I would like to figure out the best path to take

and from the little i know of narrative tv that most dramas and what nots are typically shot 1080p 23.98/24 but tv is 1080i 29.97 where does the conversion happen

well what i have guess through trial and error is that

ONE. shoot in 1080p 23.98

TWO. edit in 23.98 and match timecodes for 29.97 delivery
example: if content needs to be 52:00 on the dime ---

23.98 NDF sequence , IN= 01:00:00:00 OUT= 01:51:56:21 DURATION = 51:56:22
CREATES
29.97 DF sequence , IN= 01:00:00;00 OUT= 01:51:59;28 DURATION = 51:59;29

THREE: compress in 29.97 in compressor

also i will repost a question i put in another section :::

it seems like everyone has their own way using compressor to do the 3:2 pulldown. now my show is being put on national tv and they need the basic 1080i 29.97 (59.94)

now past HD shows have been shot on dvcpro hd and for digital delivery we give them dvcprohd 1080i60 29.97 with a Upper field dominance. And this show is using sony cameras shooting 1080p 23.98

what i am getting at here is is there an absolute right way to do the 3:2 pulldown in compressor (going from progressive 23.98 to interlaced 29.97) for delivery

the main ones i have heard are:

1. put your setting on, click video, change 23..98 to 29.97 add interlace to bottom fields. then go to frame controls and set output fields to bottom.

2. I have heard that also but using top fields instead of bottom

3. Just doing it in the frame controls in compressor

4. Just doing it on the video controls in compressor


Now there can not be 4 ways to do it right , maybe 3 ways to do it ok and 1 way to do it perfect.

My question is what is the correct way to go? ,i'd send it out of house but our budget is small 250k an episode and we have to do it in house
