I have seen most of the people prefer to use Photoshop for creating website layout. Actually which one is better to use for this purpose, Photoshop or Illustrator?

Photoshop in my mind, although I know some people have used Adobe Muse too.

I can't speak to which is better, but with Illustrator you can make symbols.
You could have a multi-page layout, and all of your components could be symbols. So, if you need to modify the footer, you edit the footer symbol and the change populates globally.
It's also good for creating SVGs.

Sometimes you might need to create your layout/design/wireframes as a responsive HTML presentation. So, you might only use Photoshop.

It seems to depend on your process, and what your deliverable needs to be.

I'd say, you're probably always going to want Photoshop. Illustrator comes into the game when you'll be working with 'raw' graphic components; vectors, logos, icons, etc.

I default to using Illustrator first, because it's easier to go from IA to PS than it is to go from PS to AI.

Just some random thoughts.

I've designed many a website in Photoshop, not a single one in Illustrator. Websites are more pixel-based than vector-based. Unless you're doing something that requires vector graphics (such as SVG), I don't see a reason to use Illustrator. That's my view.

Every IU/UX developer I've worked with uses Illustrator.
