Creating a "dotted-line" effect

I need to create a "dotted line" around an ad we made for newspaper print. I need this dotted line to outline the ad to create a "cut-out" coupon look. Like, you would cut along the dotted line. The ad is already done, so if you could answer on how to create it as well as how to add it to the already done ad, I would be most gratefull.

You defintely would want to do this in illustrator over photoshop

Quick Method
Draw a rectangle the size of the coupon
In strokes palette turn on dashed line

Method for perfect corners
Draw a rectanngle the size of a dash on bottom left
Option drag a copy to bottom right
Create a blend between both and specify the number of steps
Alt Drag a copy to the top
Repeat same process for the sides.
Dashes at corners should overlap at 90 degrees rotation to get an L shape

Thanks Mike. I am having a problem finding hte strokes palatte, could you point me inthe right direction? Thanks. I am using PS7, I do not have Illustrator.

Sorry the strokes palette is only exists in Illustrator, photoshop has a stroke layer style, but that will be of little use.

You might as well set a line dashes in arial, rasterize this then duplicate that for the opposite end, and and erase to make the shortened sides.
